Under the leadership of Mayor Delfin C. Comedis, Jr., the Local Government Unit of Burgos, La Union, through the Human Resource Management Office, in partnership with the Burgos La Union Local Government Employees Association, Inc., successfully conducted the Employee Onboarding and Orientation Program for this year’s newly appointed employees, with the participation of rank-and-file personnel. The activity served as an avenue to formally welcome new members of the organization while providing all employees with valuable updates on Civil Service policies, rules, and human resource management practices.

The orientation aimed to equip newly appointed employees with a solid foundation in public service while reinforcing the knowledge of existing personnel on key human resource policies and regulations. Serving as the resource speaker, Human Resource Management Officer, Jackie Lynn A. Allawey, discussed important Civil Service Commission issuances, including leave administration, appointment process flow, probationary period, and rules on designation taken from the 2025 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA), including selected sections from the 2025 Revised Rules on Administrative Cases in the Civil Service (RACCS).

The orientation reaffirmed the LGU’s commitment to developing a competent, well-informed, and values-driven workforce by ensuring that employees remain updated on the latest laws, rules, and policies governing the civil service. Through initiatives such as this, the Human Resource Management Office continues to strengthen employee competence, promote ethical and professional conduct, and foster a culture of excellence in public service.
