On February 12, 2026, the Burgos, La Union Local Government Employees Association (BLULGEA) Inc. marked a significant milestone with the official awarding of its Collective Negotiation Agreement (CNA) Registration to the Local Government of Burgos, La Union. The recognition was conferred by Civil Service Commission (CSC) Provincial Director Romulo V. Nabua.
The CNA registration highlights the collective efforts of BLULGEA and the local government in promoting good governance and strengthening public service delivery. It reflects the commitment of both parties to uphold employees’ welfare and maintain productive labor-management relations.
The awarding ceremony was attended by Municipal Mayor Delfin C. Comedis Jr., Vice Mayor Annie A. Patinglag, BLULGEA officers led by Association President Fatima M. Ramirez, and members of the Sangguniang Bayan. Their presence underscored strong institutional support for initiatives that advance employee development and organizational harmony.
Following the awarding, Nabua led a discussion on key Civil Service Commission policies, including Memorandum Circular No. 12, s. 2022, which outlines guidelines for establishing organizational structures and staffing patterns in local government units, and Memorandum Circular No. 06, s. 2005 on designation rules. The session aimed to clarify policies and reinforce compliance with civil service regulations among local government personnel.
Officials said the activity provided valuable insights and strengthened the workforce’s understanding of governance standards and responsibilities.
