The construction of a new public market building for the Municipality of Burgos, La Union has recently been completed and will soon be turned over to the said local government unit by the Department of the Interior and Local Government.
The proposed construction of this public market building is one of the 91 projects in 77 Local Government Units identified and endorsed by the Department of the Interior and Local Government to the Department of Budget and Management. It has an appropriation of PhP 10 Million funded under the Public Market/Farmers Markets (Bagsakan Centers) and Public Cemeteries Projects of FY 2019 DILG Budget under the Office of the Secretary Eduardo M. Aňo of which it was included in the PhP59.20 Million allocated for five (5) Public Markets and two (2) Public Cemeteries in seven (7) LGUs in Region I. The fund was released directly to the Department of Public Works and Highways (DPWH) for its implementation as provided in Section XV A, Special Provision No. 3 of FY 2019 General Appropriations Act (GAA.
In the Memorandum of Agreement between the DILG and DPWH, the following are stipulated, among others:
- the Fund appropriated under Special Provision No. 3, Section XV (DILG)of the GAA FY 2019 shall be used specifically to fund projects of LGUs as identified by the DILG and shall be released directly to the DPWH;
- the DILG shall provide to the DPWH the list of LGUs’ projects with allocations endorsed to DBM, and shall coordinate with the DBM to ensure that the funds are released to the DPWH;
- the DILG shall jointly conduct with the DPWH regular monitoring and inspection of the Project until its 100% completion;
- upon completion of the Project, the DILG shall be the one responsible to facilitate the turn-over of the completed project from DPWH to the recipient LGU, who shall in turn be responsible for its maintenance and repair cost.
Its turn-over to the Burgos Municipal Local Government Unit is being facilitated by the DILG. The LGU is hopeful that this public market will help much in boosting the economy of the Municipality.
